Edo State House Of Assembly Revokes State Audit Law, Adopts Proposed Business Calendar

 



Edo State House Of Assembly Moves To Check Public Spending. 




Edo State House of Assembly today repealed the state audit Law 2019 and to provide for the establishment of Edo state audit service commission and the office of the state  and local governments auditor general.


In their debate Majority Leader Rt.Hon. Henry Okhuarobo said the Bill is to check public spending through effective accountability through an audit system headed by the auditor general.


Chief Whip Rt.Hon. Emmanuel Okoduwa said the  amendment to the Bill is to put it at par with international best practices to help monitor the expenses of the state.


Member representing Esan North East One constituency Rt.Hon. Francis Okiye said having applied all necessary parliamentary procedure for the passage of the Bill into law including a public hearing giving consideration of the Bill  is expedient .


On their part, Deputy Speaker, Rt.Hon. Roland Asoro noted that the Bill will address challenges in the previous Bill by creating a commission for the auditor general that will provide a legal framework and act as check and balances in government expenditure while member representing Orhionmwon East, Rt.Hon. Nosayaba Okunbor  said whereas no establishment can function without accountability, the Bill will strengthen policies as it affects accountability.

     


        

The House resolved into a committee of the whole after suspension of relevant rules to consider in parts  the enactment, citation, establishment of audit service commission, composition and other parts of the Bill.

Giving a progress report  on reversal to plenary, the Speaker, Rt. Hon. Marcus Onobun said in considering the exigency of the Bill there was the need to give it an accelerated hearing to give the instrument of power to those who will be saddled  with the instrument of government to deliver on their job effectively.


The Speaker thereafter,  directed the clerk to give the Bill a third reading while  clean copies of the bill be forwarded to Edo state Governor and other relevant agencies.

                  

The House at the committee of the whole also considered "a Bill for a Law to provide a framework for the promotion , co-ordination , propagation, monitoring and regulations of investment in Edo state".

The Bill seeks  the establishment of the state Investment Promotion Office and other related matters.


Kicking off the debate, Majority Leader Rt.Hon. Henry Okhuarobo  said in view of growing businesses  in the State there was the need for effective regulation of businesses  via the Bill.

Deputy whip Hon. Ephraim Aluebhosele said the Bill is apt for proper monitoring of investments in the State and creating proper coordination to encourage investment promotion, provide jobs and regulate  MSME's  to achieve effective outcomes, while the Deputy Speaker Rt. Hon. Roland Asoro  said the Bill will create investment friendly environment, protect consumers and increase IGR in the state .


The Speaker Rt. Hon. Marcus Onobun said the Bill apart from promoting investment opportunities will protect consumers while directing that the Bill be given third reading and clean copies forwarded  to Governor Godwin Obaseki for his assent.

             

The House during plenary adopted its proposed business calendar which proposed three remaining days for June, 22 days for July  and 22 sitting days for August totalling 47 days.


The House plenary was thereafter adjourned to Tuesday, 29th June, 2021 after the adjournment motion moved by Rt.Hon. Nosayaba Okunbor and seconded by Hon Sunny Ojiezele.
